February marks Black History Month, a time to honor trailblazers whose work continues to shape innovation, accountability, and opportunity within the Black community. Among those leaders is Devin Morgan, a Baltimore native whose career spans more than 18 years in federal service, deception detection, and executive leadership.
Morgan brings a rare depth of expertise to her field. Holding a Top Secret and Sensitive Compartmented Information clearance, she has led high-level teams within the Department of Defense and now oversees operations in the Freedom of Information Act and Privacy Act Office. In that role, she works at the intersection of transparency and national security, ensuring that public access and protection of sensitive information are handled with precision and integrity.
Her path into deception detection began early with a clear desire to serve. As a teenager, Morgan knew she wanted a career rooted in public service. While pursuing graduate studies at Howard University, she earned an internship with the Federal Bureau of Investigation. As part of the application process, she encountered the polygraph for the first time. At the time, her limited understanding of the process made the experience intimidating and unfamiliar, adding unnecessary stress. That moment, however, would become foundational.
After graduating from Howard, Morgan applied for a permanent federal position. This time, she approached the polygraph with confidence, having already faced one of the most daunting steps in federal hiring. Her performance left a lasting impression, leading to an invitation to attend polygraph school. That opportunity set the course for a career centered on truth, accountability, and justice.
Today, Morgan is the co-founder and CEO of Reliant Polygraph Services, where she is actively transforming how polygraph testing is perceived. Through education and accessibility, she works to demystify a process that is often misunderstood, ensuring clients are informed rather than intimidated. Her leadership extends beyond her company. She serves as Director of the Maryland Polygraph Association and continues to influence the future of the profession through advocacy, mentorship, and standards of excellence.
Her academic background reflects the same commitment to growth and rigor. Morgan holds advanced degrees from Johns Hopkins University, Howard University, and McDaniel College, credentials that reinforce her authority and credibility in a field that demands both technical skill and ethical judgment.
For Morgan, Black History Month carries deep personal and professional meaning. As a business owner, she views it as a time for reflection, pride, and responsibility. It is a moment to honor the resilience and innovation of Black entrepreneurs who created opportunities despite systemic barriers. It also strengthens her commitment to representation and education, and to building spaces where diverse voices are valued within her business and the communities she serves.
